still weighs heavy. >> in stafford, virginia, i'm david culver, news4. right now at 6:00, a homeowner who knew what he was doing, shot and killed an intruder. president obama travels to north carolina to make a pitch to raise the minimum wage. >> and we'll tell you what color is proposed for every cab in the district. good evening, i'm jim vance. >> and i'm doreen gentzler. tonight a wet evening commute. rain is falling across our areas. some are seeing some snow sprinkled in. chief meteorologist doug kammerer is tracking the system. doug? >> we're seeing more and more snow making its way in here. in and around the metro area, it's been all rain. back towards leesburg, this is where we start to see a transition from rain to snow. northern portions of montgomery county, all now reporting snow either mixed in or beinging all

snow, some of it coming down pretty good here. you see will most likely run into some snow, one you start reaching the higher elevations. so heads up on the roadways. it is just rain, but coming down pretty good. in some locations it is starting to mix with sleet and snow. and will continue to do so. as the rain/snow line moves, that line will move, too. by later this evening we're expecting it to become very close to the i-95 corridor. something else we're watching, temperatures obviously critical. no problem here, but 34 in gaithersburg, down to the freezing mark at winchester. we could see some of it stick on the roadways, so watch out out there, give yourself some extra time. i'll let you know exactly what you can expect the rest of the night and tomorrow. thanks, doug. a burglar definitely picked the

wrong house in ft. washington to break into. the homeowner is a deputy with the campaignedia sheriff's department. darcy spencer joins us with more. >> reporter: police released the identity of the man who was shot and killed last night. he's 20-year-old john popnet, lived in indian head, maryland. there's a new twist in this investigation. police are confirming that the deputy did not use his service weapon in the shooting, bus his service weapon is now missing. >> they're excellent neighbors. you don't ask for better people. >> reporter: joyce is neighbors with the deputy. that deputy, police say, shot and killed a burglar after he broke into his home last night. she spoke with the officer after it happened. >> any time something like this happens, you're shaken up, no matter how much training you have. so -- but he's going to be okay. his family is going to be okay. >> reporter: this is the house where the burglar broke in on

rosemarie drive. there was a confrontation, and police say the officer pulled his gun and fire. the burglar ran out and collapsed on the ground, later pronounced dead. this neighbor says you should be able to defend your own home. >> no one is supposed to come into your home. that's supposed to jbeil sanctuary. if you come in and someone has a way to defend themselves, then, you know, unfortunately you get what you get. you know, when you break into someone's house. >> today a silver honda accord was towed from near the house. there was an iphone, computer and hammer in the back. police are not saying who the car belongs to, but they say that intruder may have had some help. >> at this time there's no evidence to suggest that they knew this particular homeowner or that they were targeting the residents. all investigative leads at this point just suggest it was completely random. >> reporter: that deputy has now been placed on leave during this

investigation. reporting live from palmer park, darcy spencer, news4. about an hour ago, a young man was rushed to the hospital in northwest d.c. after he was shot outside a barbershop. it happened near 7th and p street, also near the local charity bread for the city. sources tell news4 the victim looked like he was in his teens or early 20th. a young woman was stabled this afternoon. police are looking for three women who attacked her. we're told it started as an argument along rock creek church road near the soldiers home cemetery. at some point somebody pulled a knife and stabbed the victim. the victim's boyfriend called 911. paramedics took her to the hospital. >> if today is any indication of president obama's relationship with congress will not be improved by the agenda he laid out last night. today he focused on an increase in the minimum wage.

he's -- republicans are accusing the president of having ulterior motives. steve? >> they sure are. thanks, doreen. republicans charging the president's sudden shift to the issue of pay is motivated by politics, not by economics. taking his campaign for a higher minimum wage on the road, president obama went to north carolina's linemar automotive component plant, opened two years ago by a canadian company, hundreds of jobs brought back to america. >> what we call in-sourcing. >> reporter: paychecks run lie in factories. it's in the minimum wage service industry that the president is pushing for a raise, calling in the state of the union for $9 an hour, up from $7.25. our job as americans is to restore that basic bargain that says, if you work hard, if you're willing to meet your responsibilities, you can get

ahead. >> reporter: no it's not, said speaker boehner. at a time when the american people are asking where is the job, why would we want to make it harder for small employers to hire people. >> reporter: meanwhile, 15 days until drastic cuts. >> pain right here? >> reporter: and social services, sequestrations, automatic if there's no budget deal. the senate gop leader says the president should have proposed a deficit plan republicans could buy. >> but instead we just have gone gimmicks and tax hikes. just one more plan from the president that's designed to fake so he can blame others. >> reporter: mr. obama has failed to get the, but it was highed in 2009. the president today did not mention sequestration cuts that many here on capitol hill that

both parties fear could not be inevitable. i'm steve handelsman respect news4. if you were in the district today mayor gray said he would welcome an increase to $9. that would mean $10 an hour in the district, because the city's minimum wage is set at $1 more than the fell wayne. the mayor talked about the issue as he toured a economy xhempl kitchen in northeast washington. >> i think again from the workers' perspective, it's a good thing. you do the math and still you work 2,080 hours a year, that still puts you at $20,000, which is very challenging. >> the nearly 8,000 square foot facility rents out temporary space to small businesses, businesses that often pay minimum wage. in appears now that some household items came in contact with a kerosene heater. that is what started a deadly fire in charles county maryland last night. this is dash-cam video that shows what firefighters saw when

they arrived at stuckey road in indian head. 66-year-old geraldine key could not escape. she was killed in that fire. seven others did manage to get out safely. a firefighter was burned, but is expected to be op. firefighters say their job was made even more difficult because there were no water hydrants nearby. they had to bring in tanker trucks with water to put the fire out. there is a reward tonight in loudoun county. if you recognize the man police say stole thousands of dollars worth of cigarettes. police say last week a man broke into a lockbox outside the exxon station in the 37,000 block of jefferson pike. he took several cases valued at $8,000. surveillance cameras show him driving a red two-door car with the left fog light out and a large dent on the passenger side. the fbi is still looking for a new home for its headquarters, preferably near a metro station and the beltway.

prince george's county is one of the many communities fighting to get that development. tonight tracee wilkins explains how metro could play a role. >> reporter: officials are taking steps more getting -- with a major focus on the green belt metro station. >> close to trance illustrate, close to the beltway, and then the acreage is also a major factor here. >> reporter: tomorrow the board of directors will vote on a request to allow the county to partner with the develop are. that will allow the county to have direct bargaining power should the fbi select that location. >> essentially what it does is allow the developers to bring in other parties to help make the deal happen. >> help develop some of our underutilized station. >> stan wall says while metro doesn't favor one particular jurisdiction getting the fbi over another, this is the kind

of development they want to see in prince georges. we're senting out people -- actually working in those areas of the county. >> reporter: county officials say this is the example of the kind of aggressive metro development they plan to implement. >> most transit stations in and around the region already pretty much met their development capacity. so prince george's county is the lan frontier. officials say while this is the last time -- has partnered with a deafer to try to control how development happens, this won't be the last time. they say they're sxwd in brokering more of these kinds of deals. in green belt, i'm tracee wilkins, news4. today the pentagon announced the creation of a new medal that recognizes 21st century war fare. the distinguished war fare medal

will be awarded to troops that launch drone strikes or direct cyberattacks. they assist during combat missions without ever setting foot in a combat zone. defense secretary panetta is expected to announce the new medal. it says it would recognize exception appear contributions made from afar. we're told that medal would be considered a bit higher ranking than the bronze star. nbc news has learned that general john allen is expected to withdraw his name from consideration as the top commander of nato. military official say allen does not want to put his family through repeated discussions about jill kelly. kelly is the woman who claims to have received threatening e-mails from paula broadwell. that claim triggered the investigation that led to the resignation of cia director david petraeus. pentagon investigation cleared allen of any wrongdoing in that case. today's ash wednesday mass

at the vatican was likely to have been possibly benedict's final mass. it was moved to the basilica today because of a larger that is usual crowd. he is step down at the end of the monday. the vatican says his successor will likely be picked between march 15th and 20th. he says he can almost filly field the kind any and affection he's received. whether you like baseball or not, it really doesn't matter. you've got to love what happened today. pitchers and catchers for the nationals reported to florida today. spring training is under way. dan hellie is down there. he got this afternoon to the camp. where are you. >> reporter: it's viera, right next to melbourne, a little south and east of orlando, just about 45 minutes away from the airport in orlando. it was a quiet day here for the nationals. 82 degrees, sunny, beautiful.

the pitchers and catchers spent much of the day undergoing their physicals. this is something new for almost everybody in the nationals organization because of the lofty expectation. as you know, the nationals are coming off an unbelievable season, 98-win season picked by many to be one of the world series favorites. they have the best starting rotation and best bull pen in baseball. as for the rest of the roster, it's set. there might not be a spot up for grabs, maybe one in the bull pen and make one in the bench. they know compactly what to sxes. the goal training has to remain healthy. we'll hear from mike rizzo and davey johnson, the two men in charges of molding this organization and drew attornsto. thanks, dan. you're breaking our heart with the hard duty.

tonight new details are coming out about the nine-day manhunt as police work to confirm whether the burned body found inside a cabin is fugitive christopher dorner, an ex-cop. he may have spent days hiding just a few feed from a command post. stephanie stanton is live with the new information on how this ended. stephanie? >> well, doreen, we are still waiting for official confirmation on a positive identification, but you know, dorner's nine-day reign of terror across southern california may have come to an end in this quiet mountain town, but not before one final fatal gun battle and a cabin that

erupted in flames. investigators searched through the burned-out cabin where it's believed that dorner spent his final moments alive. >> we believe that the person that bare indicated himself inside the cabin and engaged in gunfire with our deputies and other law enforcement officers is still inside there, even though the building burned. >> reporter: the dramatic end up folded tuesday afternoon after two maids stumbled upon dorner hiding in a different cabin and across the street from the very spot where police had set up a command center in their search for them. >> it's ironic he was right across the street from the command center staring down at these guys. talk about chutzpa. >> reporter: police say dorner tied up the women and stole their vehicle. that's when police say he carjacked a man's gun.

>> i stopped my truck, put it in park, raised my hands up. >> reporter: but dorner didn't get far. the gunfight erupted. another was injured. >> we have a fire. >> reporter: hours later officers fired tear gas into the cabin, but instead a sing many gunshot was reportedly heard before the building went up in flames. today a funeral service was held for one of the officers killed last week. while back on the mountain investigators would be to identify the remains of the man they believe to be christopher dorner. there are reports that a wallet containing dorner's driver's license was found inside that burned-out cabin, but again an official i had iskt could take days. however, we under the sheriff's department will be holding a

press conference today at 4:00 local time. we hope to learn more about the investigation and possible a positive i.d. at that time. so that's the latest here. back to you. >> stephanie, thank you. doug is here more about our well and for a few of us snowy weather. >> it's coming down in some places. whether it's rain or snow, we're starting to see it pick up. some of that snow may accumulate a bit. just a coating, maybe a half inch in some locations, already seeing that back toward the west. you can see we are dealing with the cloud cover, the low clouds, the fog and the rain, the rain coming down across the metro area, creating a bit of a met out there. watch out, difficult yourself some extra time. you can see what's happening. rain from i-95 south and east in the middle of this, around warren ton, leesburg, and then to the north, this is all snow,

and it has been reported as all snow, or at least mixing can snow, over towards mt. airie, northern portion of montgomery county, even around urbana, down toward the south, into west virginia and northern portions of virginia, winchester, gainsborough, stevens city, all snow. so we're going to continue to see this. it will be changing from rain to snow, even around the d.c. metro area, you can see some of the heavier bands here, this is the freezing line, moving closer to the surface, meaning we will see that changeover fairly quickly. it most likely will stay all rain. once again give yourself some extra time. here's is the back edge in through west virginia.

this will make its way through here very, very quickly. there's really nothing behind this system. we're going to clear out quite nicely. thursday is looking pretty good. for the rest of tonight, this is what we're dealing with. here's the rain, here's the snow. by around 7:00, you notice the rain/snow line around rockville, in through reston, herndon, right down toward the solve. by around 11:00, 11:15, it's around the i-95 corridor, still rain down to the south and east. it may change completely over to snow around gaithersburg. around the only section that's reported a bit of light snow, too. by the morning no problems at all, maybe a bit of freezing roads back toward the west. temperatures are critical. we're at 40 in the d.c. metro area, so no problem there. around the rest of the region, temperatures in the 30s. 32 in winchester, those are the areas we'll be watching for the

possible freezing roadways, to watch for those early tomorrow morning. what to expect from in event? mostly rain, some light snow, mainly accumulation to the north and west of d.c., and the road temperatures, especially the main roads should have no problems at all. tomorrow, how about this forecast? a nice afternoon, 46 to 52. tomorrow will be a really nice day, and then things turn cold, especially for this weekend. look at saturday and sunday, highs only in the 30s those days, and then monday and tuesday looks like the temperatures start to warm up just before our next storm moving in. that one looks like all rain coming up at 52 degrees with that rain on tuesday. that one gets out of here, and we turn colder again. >> thank you, doug. nbc news lost an irreplaceable colleague this

week. tom aspel died. his title was foreign correspondent. he looked and sounded the part, also wore clothes that were right for any weather, no matter the weather. he was a hard-core straight ahead reporter, with a straightforward style and a gaze that kind of suggested there was not very much that could really surprise him. he showed uncommon grace under fire and on the air. tom went into the most dangerous places in the world so that all of us would know what was happening there. he started out as a news writer and cameraman back in 1970. he covered the fall of saigon in 1975, and stayed behind after it fell. he came to nbc news in 1985. his last report was from cyprus where he lived. he was only 62 years old. immigration reform took center stage today on capitol

them tirm tomorrow, the nearly 4,000 passengers on board the carnival cruise ship" triumph" should finally be back on solid ground. they've been stuck in the gulf of mexico since an engine fire on sunday. tugboats are working to pull them back to the dock in mobile, alabama. no power, no air conditioning, and a limited working toilets. food and water supplies are also running low. >> the worst part is the barthelmes. there's no water, you can't really flush. so everything's going in little plastic baggies and putting it outside their room. >> >>ite not sure i can take two

more days at sea. >> carnival just announced each passenger on board will get an extra dlsh 500 on top of all expenses associated with the cruise. it's cancelling the next 12 voyages and promises refunds to all those affected customers. police have just released the name of the burglar who was shot and killed last night in ft. washington by the homeowner who hat to be a sheriff's deputy. he's 20-year-old potnik. police say he broke into the deputy's home, and the deputy shot him. they say the service weapon is missing and that it is not the weapon used in the shooting. the deputy is now on administrative leave while police continue their investigation. police are looking for three women who stabbed another woman in northwest d.c., they say the attack happened along rock creek shurch home.

no word on her condition at this hour. prince george's county's bit could get a boost from metro tomorrow. the board of directors will vote on a proposal that would allow the county to partner with a developer that owns land around the green belt station. while metro washes to help, it sell it does not favor one fbi proposed over another. tonight we're hear from the family of a student whose roommate shot him. this is a bizarre case that left two others dead. pat collins has the latest. >> reporter: doreen, the shooter here is dayvon green. his roommates knew that he had a gun. they didn't know he had a mental illness. roommates knew that dayvon green had a gun.

>> they knew he had a gun originally. you know, they all talked about it, had seen it, so they -- i don't want to say thurp uncomfortable, but they knew it was there and they were fine with it. >> reporter: police back at the scene today, this time with a metal detector, working over the backyard, looking for more evidence, this as the father of one of the victims speaks out. >> this is awful. i mean it doesn't seem real, to be honest with you, you know, that my son was shot. >> reporter: that's chris merz, the stepfared of neal oa. neal is the survivors roommate in that incident close by the college park campus. neal shot and wounded, he's home recovering. >> things do happen in life, but you don't expect it to happen to your family. >> the shooter identified at dayvon green, a grad student who police say had a mental illness.

police say green set fires in and around the house to flush his roommates outside. when they came out, he opened fire. neal oa's instinct could have saved him life. he went to the front of the house to get water to put out the fire. something caused him to look back. >> he just had a sense, he looked back and saw a gun coming out of his roommate's pocket. he started to turn to run. i don'tening he got very far before he got shot. >> reporter: dayvon green shot and killed his other roommate before turning the gun on himself. the murder victim identified as stephen rane. stephen rane is from silver spring. flowers delivered to his home there today. richard ibel is -- eibel is a

neighborhood. >> it's a tragic thing. >> reporter: so the investigation continues on. it could be some time before we get a final report. live in college park, i'm pat collins, news4. thanks, pat. police officers preparing for the worst today in prince george's county. it was an active shooter drill at the old green valley school in temple hills. officers from ten different agencies took part in the drill. police also conduct these drills in malls and in movie theaters. it's the kind of training they hope they never have to use, but they say it helps them communicate when they're faced with the real thing. >> police arying the third debtly pedestrian accident in our area in the last three days. this morning a man was hit and killed in the 1300 block of new york avenue. yesterday a 94-year-old woman was hit and killed in northwest. on monday a man died after he was kit by a car in aspen hill. a search is under way for an

armed man who sexually assaulted a woman. what's unusual about the crime is the attacker was on a bicycle. the woman was walking in the 4400 block of gault place. the woman was able to get away from him, and she called the police. police say the man they are looking for is in his early 20s with shoulder-length braided hair and a cut under his left eye. tonight the stage is set in richmond for a showdown. this afternoon the 123459 passed a transportation plan drastically different from the house's version. northern virginia bureau chief julie carey is in richmond to find out if a compromise is possible. >> the question is, shall the bill pass? >> reporter: with a 26-14 vote, the virginia senate approved an amendmented transcription bill that could deliver a billion a year of desperately needed revenue. >> we're watching congestion

choke the very economic engines of northern virginia and hampton roads. >> six reps joined all 20 senate democrats to move the plan forward of the the next stop, a conference committee tasked with working out the big differences between the house and senate versions. the senate proposal would hike the state gas tax by a nickel, but also allow northern virginia and hampton rhodes a local option to keep that money in those region. the house plan favored by the governor wipes out the state's 17 1/2 cent gas tax and instead raises the sales tax statewide. >> at the senate is very serious about making sure we good a long-term solution, and not just a patch here and there to plug a pothole type of thing. >> i wouldn't say they're radically different. they're different in size, in the amount of money generated. that's what conference committees are all about. hopefully we can come up with a

rain/snow line moving ever so close. as a matter of fact, it's already here. i just walked outside. there is some snow now mixing with the rain. once again we're not expecting much, but snow mixing in, even right around the metro region, so watch out, especially back toward the west, especially in areas of elevation. if you're above 7, 8, 900 feet you're already seeing some accumulation. frederick, maryland, leesburg, winchester, all seeing snow. back towards urbana and frederick county, mt. airie, and as i mentioned down toward the south, towards bluemont, through west virginia, all snow right now, mixing sometimes with some sleet back towards marrens burg. around the d.y. metro area, the radar says all rain, but once again a bit of mixture, rain, sleet and no moving in. that will continue to make its way down toward the south and east. quantico, towards la plata,

waldorf and calvert beach, not expecting you to change over. you may see some flakes mixed in, but most of it should stay just to your north as the storm system itselves is moving that way. you can see where the storm is moving, creating snow in through portions of -- but for us, the southern extent, there's not much of it. taking you through the next couple hours, look at what happens. we see that in and around d.c. still seeing some snow, as we talked about, maybe a dusting, maybe a coating, by 11:00, it's just about out of here. by early tomorrow morning you should not have any problems on the roadways, we'll be seeing a sun that comes out. even a coting, it will all melt very quickly tomorrow. we'll have the forecast for tomorrow and the rest of the week coming up. you know what, doug? it doesn't matter to dan. >> i know. >> he's down in florida, loving life, pitchers and catchers have reported. todayen is there with him. >> there's a hurricane coming tomorrow.

>> watch out, dan. >> reporter: right. right. everybody's smiling down here in vieira. why not? the nationals are the most complete team in baseball. for the first time in franchise history, they're entering spring training thinking world series or bust. a lot of guys here early. the position players officially not expected to report until friday, but it was all about the pitchers and catchers today. they had physicals, hit the field for some light throws, dan haren is expected to fill in for edwin jackson, giving the invite ats a starting rotation that rivals anybody in major league baseball. as long as the roster can remain healthy, davey johnson and mike rizzo said they learned a lot about this group last season. i think we'll be better for that experience. as painful as that experience

no bigger rivalry than duke and north carolina, the two teams getting set to face off tonight. it has lost luster this year. duke is ranked number one, but north carolina a very mediocre 16-7 on the season, but it's a tremendous rivalry. even when the managers play in their annual managers' game, which they did last night. what an ending this was. tied at 52, duke managed to -- at the buzzer, sinks the three. game over, duke manages to one it 55-52. the crowd goes nut. yes, there was a crowd. they rushed the court. hopefully tonight's game can have just as much drama. one final basketball note, the wizards in detroit tonight, going for their fifth straight win. they are one of the hottest team in the nba right now, but they have not fared wet. just 9-42 in detroit, getting back to 1987. i will tell you i'm expecting it
